Linda C. Brown, 64, of West Norriton Township, PA died on July 7, 2021.
Linda was born in 1957 in Abington, PA, the beloved daughter of the late L. Steuart ("Steu") Brown Sr. and the late Marion R. Brown. Although Linda had been intellectually and developmentally disabled since birth, she was a blessing to her family and a joy to all who knew and loved her.
From 1967 to 1978, Linda attended a day program in Abington School District for trainable children with intellectual and developmental disabilities. From 1978 to 2015, Linda attended the Adult Training Facility ("ATF") day program at Developmental Enterprises Corporation's ("DEC") Willow Grove Training Center. From 2015 to 2020, Linda attended the ATF day program at DEC's Center Point Training Center in Worcester, PA.
For 56 years, Linda lived with her devoted parents, who provided their special-needs daughter with tender loving, compassionate, personal care and companionship in their home in Roslyn, PA. In 2013, Linda moved to a community-based residence in West Norriton Township, PA, which is owned and operated by DEC.
Linda's mom and dad, along with a passionate group of other parents of special-needs children, devoted countless hours actively advocating for the civil rights of all intellectually and developmentally disabled individuals. The determined efforts of this remarkable, dedicated group of loving and concerned volunteers resulted in a landmark consent decree, issued in 1972 by the US District Court for the Eastern District of PA, mandating that the Commonwealth of PA provide equal access to educational services for all intellectually and developmentally disabled children, and prohibiting the exclusion of these individuals from receiving a free public program of education and training. The success of this group's advocacy and litigation efforts later resulted in securing a moratorium on medical experimentation on individuals with intellectual and developmental disabilities, and in replacing Pennhurst and other state institutions with community-based residential homes.
Linda is survived by her brothers, L. Steuart ("Steu") Brown Jr. (Anne) of Media, PA and Kenneth P. Brown of Roslyn, PA. She is also survived by her niece Allison Martinez (Joshua) and their daughter Faith Martinez of Buda, TX, her aunt Anna McKee and cousins Kathy Lalena (Tony) of Warminster, PA, and James and Scott McKee. Additionally, Linda is survived by
DEC's incredibly devoted and loving caregivers and staff, who are Linda's extended family.
Funeral arrangements are under the direction of Kirk & Nice Inc., Plymouth Meeting, PA. Services will be private.
